सुष्मालाई मन्त्रिपरिषद्को निर्णय बुझाएका कमल थापाले देउवा र भट्टराइलाई लम्पसारवादी भनेपछि... — KT and Bhattarai

समाजवादी पार्टी नेपालका नेता बाबुराम भट्टराई र राष्ट्रिय प्रजातन्त्र पार्टीका अध्यक्ष कमल थापाबीच जुहारी चलेको छ। नेपाल भ्रमणमा बुधबार आएर बिहीबार फर्किएका भारतीय विदेशमन्त्री एस जयशंकरलाई द्धारिका होटलमा पुगेर नेपाली कांग्रेसका सभापति शेरबहादुर देउवा, समाजवादी पार्टीका नेताद्धय भट्टराई र उपप्रधानमन्त्री उपेन्द्र यादवले गरेको शिष्टाचार भेट गरेको विषयमा राप्रपा अध्यक्ष थापाले गरेको टिप्पणीको जवाफमा भट्टराइले प्रतिवाद गरेका हुन्। बिहीबार साँझ राप्रपा अध्यक्ष थापाले ट्वीटरमार्फत लेखेः फेरि एकपटक देउवा, भट्टराई र यादवले कुटनीतिक मर्यादा र स्वाभिमानलाई उपेक्षा गर्दै लम्पसारवादको नमुना पेश गरे। त्यसको जवाफमा शुक्रबार बिहान नेता भट्टराइले रिट्वीट गर्दै भने, ‘शिशाको घरमा बस्नेले अर्काको झोपडीमा ढुंगा हान्नु हुन्दैन भन्ने लोकोक्ति मेरा सहपाठी मित्रले स्मरण गर्नु राम्रो होला! सुगौली सन्धी यताका शासकले भित्र दिल्लीको चाकरी गर्ने र बाहिर राष्ट्रवादको डंका पिटेर जनता ठग्ने विरासत तोड्दै हामी छिमेकीसँग देशको हितमा खुला सम्बन्ध राख्ने पक्षमा छौँ!’ भारतीय विदेशमन्त्री जयशंकरको २४ घण्टे काठमाडौं बसाइका क्रममा उनले राष्ट्रपति विद्यादेवी भण्डारीलाई राष्ट्रपति कार्यालय र प्रधानमन्त्री केपी शर्मा ओलीलाई प्रधानमन्त्रीको सरकारी निवास बालुवाटारमा पुगेर शिष्टाचार भेटवार्ता गरेका थिए।

तर, प्रमुख राजनीतिक दलका नेता तथा पूर्वप्रधानमन्त्रीहरुलाई भने उनले बत्तिसपुतलीस्थित होटल द्धारिकामा भेटको व्यवस्था मिलाएपछि त्यहाँ भेटवार्ताका लागि पुगको कांग्रेस र समाजवादी पार्टीका नेताहरुको आलोचना सुरु भएको हो। पूर्वप्रधानमन्त्रीहरुले आफ्नो पदिया मर्यादा बिर्सिएर भारतीय विदेशमन्त्रीलाई होटलमै भेट्न पुगेको विषयमा कुटनीतिक जानकारहरु यसरी भेटवार्ता गरेको यो नै पहिलो घटना नभएको र यसमा व्यवस्थापनको कमजोरी भएको हुन सक्ने बताउँछन्। यसअघि एउटा विदेशी धर्म प्रचारक संस्थाले आयोजना गरेको कार्यक्रमको सरकार नै सहआयोजक बन्नेदेखि प्रधानमन्त्री ओली नै तीन रात सोल्टी होटलमा विताएको घटना सामु यो खासै ठूलो विषय नभएको कुटनीतिक विश्लेषकको दाबी छ। भारतीय विदेशमन्त्री जयशंकर छोटो समयका लागि आउँदा प्रोटोकल अनुसार सबै पूर्वप्रधानमन्त्रीको निवासमा पुग्न उनीहरुको चारदिशामा रहेका निवास र समयको अभाव पनि हुन सक्ने बताउँदै त्यी जानकारले भने, ‘विदेशमन्त्री बसेकै होटलभन्दा फरक होटलमा भेटको व्यवस्था मिलाउन सकेको भए यतिका आलोचना खेप्नु पर्ने थिएन् कि।’ https://twitter.com/brb1954/status/1164734685202616320 राप्रपा अध्यक्ष थापाले ट्वीटरमार्फत गरेको कुटनीतिक मर्यादा, स्वाभिमान र लम्पसारवादको विषयमा त्यी कुटनीतिक विश्लेषकले थापाको टिप्पणी पदमा रहँदा एउटा र पद बाहिर रहँदा अर्को भएको प्रतिक्रिया दिए। उनले भने, ‘२०७२ सालमा तत्कालिन संविधान सभाले नेपालको संविधान जारी गरेपछि उत्पन्न मधेस आन्दोलन र त्यसको आडमा भएको भारतीय नाकाबन्दीको विषयमा मन्त्रिपरिषदको निर्णय सोझै तत्कालिन भारतीय विदेशमन्त्री सुष्मा स्वराजलाई बुझाउने को थियो? त्यसबारे दुबै देशका विदेश मन्त्रालयको प्रेस विज्ञप्ति हेरे भइहाल्छ नि१’ मधेस आन्दोलनको समर्थनमा भारतले लगाएको नाकाबन्दी खुलाउने क्रममा तत्कालिन प्रधानमन्त्री केपी शर्मा ओली नेतृत्वको सरकारका उपप्रधान तथा परराष्ट्रमन्त्री कमल थापाले ०७२ पुस ५ गते मन्त्रिपरिषदको बैठकले मधेस आन्दोलनको समाधानका लागि संविधान संशोधन लगायतका चारबुँदे निर्णय सोझै भारतीय विदेशमन्त्री सुष्मा स्वराजलाई पठाएका थिए। जुन अहिले पनि विदेश मन्त्रालयको विज्ञप्तिका रुपमा हेर्न र पढ्न पाइन्छ। http://www.mea.gov.in/press-releases.htm?dtl/26218/Statement_on_Nepal

External Affairs Minister was informed by Nepal’s Deputy PM and Foreign Minister Kamal Thapa today that the Nepalese Cabinet has taken some important decisions to address and resolve demands regarding the Constitution raised by agitating Madhes-based parties.
These decisions include amendments to the Constitution on participation in the state organs on the basis of proportionate inclusiveness and delineation of electoral constituencies on the basis of population. The demarcation of provinces is also to be addressed through an appropriate arrangement in the Constitution on the basis of political consensus. Similarly, others demands including citizenship are to be resolved through negotiations and consensus.
Government of India welcomes these developments as positive steps that help create the basis for a resolution of the current impasse in Nepal. As a neighbour and well-wisher, India was deeply concerned at the unrest stemming from internal differences in Nepal on the Constitution. We urge all Nepali political forces to now demonstrate the necessary maturity and flexibility to find a satisfactory solution to the Constitutional issues through constructive dialogue in an agreed timeframe.
We are confident that a return to normalcy in Nepal would create a more secure and predictable climate for unimpeded commerce between our two countries.

Honourable Deputy Prime Minister and Minister for Foreign Affairs Mr Kamal Thapa in his capacity as the coordinator of the Government Talk Team met the leaders of Madhes-based agitating parties in his Office today and handed over the copy of the decision of the Council of Ministers of Paush 05, 2072 (December 20, 2015) taken with regard to the demands of Madhes-based agitating parties. The content of the decision reads as follows: “It is known to all that the Government is fully committed to resolve and address the demands of agitating Madhes-based parties through dialogue on the basis of political consensus. In this context:

The process for the adoption of the constitution amendment bill tabled in the parliament will be advanced in order to ensure the participation in the state organs on the basis of proportionate inclusiveness and for the delineation of electoral constituencies on the basis of population while ensuring at least one constituency in each district existing at the time of the commencement of this constitution.
With regard to the demarcation of provinces, in view of the demands of the agitating parties, appropriate arrangement will be made in the constitution on the basis of political consensus. In order to forge such political consensus, a political mechanism will be constituted, which will submit its report along with recommendations within three months.
With regard to other demands, including the citizenship, solutions can be found through negotiations and consensus.

The Government of Nepal has taken the statement issued by the Ministry of External Affairs of India on Nepal on 21 December 2015 as positive and encouraging. The Government believes that these positive gestures from the friendly neighbour would be helpful in normalizing the existing situation as well as restoring the normalcy of supply system across Nepal-India border.
